What Is DigComp?

DigComp — short for the Digital Competence Framework for Citizens — is a reference framework developed by the European Commission to help citizens, educators, and organisations understand and develop essential digital skills. First published in 2013 and updated regularly since, DigComp has become the authoritative standard for digital literacy across EU member states and beyond.

The most current version, DigComp 2.2, provides detailed descriptions of 21 competences across five key areas, each mapped to proficiency levels from Foundation to Highly Specialised.

The Five Competence Areas

1. Information and Data Literacy

This area covers the ability to find, evaluate, and manage digital information. Key competences include:

  • Browsing, searching, and filtering data and digital content
  • Evaluating the credibility and reliability of online sources
  • Managing and organising digital data and files

2. Communication and Collaboration

Digital communication goes far beyond sending emails. DigComp addresses:

  • Interacting through digital technologies (email, video calls, social media)
  • Sharing content and collaborating through digital tools
  • Understanding online citizenship, netiquette, and digital identity

3. Digital Content Creation

This area is increasingly important for educators and learners alike:

  • Creating and editing digital content in various formats
  • Understanding copyright, licences, and Creative Commons
  • Basic programming and computational thinking

4. Safety

Digital safety competences protect individuals and their data:

  • Protecting devices and personal data
  • Protecting privacy and managing digital footprints
  • Understanding cybersecurity threats and safe online behaviour
  • Environmental awareness — the impact of digital technology on sustainability

5. Problem Solving

The final area focuses on using digital tools effectively to solve real problems:

  • Identifying digital needs and selecting appropriate tools
  • Troubleshooting technical issues
  • Using digital tools to innovate processes and products
  • Identifying gaps in one's own digital competence and addressing them

Proficiency Levels in DigComp

DigComp uses an 8-level proficiency scale adapted from EQF (European Qualifications Framework):

Level Label Description
1–2 Foundation Basic tasks with guidance in simple environments
3–4 Intermediate Independent use in well-defined contexts
5–6 Advanced Adapting to complex situations; guiding others
7–8 Highly Specialised Creating new knowledge; resolving novel complex problems

How Educators Can Use DigComp

DigComp is a practical tool, not just a policy document. Educators can use it to:

  • Map existing curricula against the framework to identify digital skills gaps
  • Design learning objectives using DigComp competences as a reference
  • Self-assess their own digital competences using the companion tool DigComp-Edu (DigCompEdu)
  • Report on digital skills outcomes in EU-funded projects

Related Frameworks

DigComp sits within a family of EU digital competence frameworks:

  • DigCompEdu — specifically for educators, covering pedagogical digital competences
  • DigCompOrg — for educational organisations undertaking digital transformation
  • EntreComp — the EU entrepreneurship competence framework with digital dimensions

Conclusion

DigComp is an invaluable reference for anyone involved in education, training, or workforce development in Europe. By grounding your digital skills programmes in this framework, you ensure alignment with EU standards and create pathways for learners to grow systematically from foundation to advanced levels.
