They are questions of interest to the program designers and stakeholders in general. In INTENSE, these questions were proposed by partners. Some of them were proposed by the evaluation team using general questions who are common in program evaluations.
KEQ’s can be organized following different criteria. For INTENSE, KEQ’s must be formulated according to the CIPP model stages: context, inputs, process, and product. We also have to take some of the OECD-DAC evaluation criteria into account: relevance, effectiveness, and efficiency. Thus, the INTENSE KEQ’s were structured in a double input entrance: OECD-DAC x CIPP stages.
KEQ’s are mostly general questions. All the general questions need to be differentiated into more operative / specific questions.
